JSC KazTransOil supports equal and fair access to oil transportation services through its system of main oil pipelines

 In accordance with the Law of the Republic of Kazakhstan «On Main Pipelines», JSC KazTransOil ensures equal conditions and non-discriminatory access for all shippers to oil transportation services by entering into contracts for the provision of oil transportation services using a unified standard form approved by the Order of the Minister of National Economy of the Republic of Kazakhstan dated June 24, 2019, No. 58.

     According to paragraph 2 of Article 25 of the Law of the Republic of Kazakhstan «On Main Pipelines», oil transportation services are provided to shippers along the existing oil transportation routes in the main pipeline system in accordance with the oil transportation schedule for main pipelines (hereinafter – Schedule). According to subparagraph 9) of Article 6 of this Law, the approval of the Schedule for oil transportation through main pipelines falls under the jurisdiction of the Ministry of Energy of the Republic of Kazakhstan.

      The Schedule is formed by the Ministry of Energy of the Republic of Kazakhstan based on the shippers' applications for oil transportation for the planned month, provided that the operator confirms the technical capability to provide oil transportation services through the main pipeline. Information about the availability of free capacities and the layouts of main pipelines for providing oil transportation services is published quarterly on JSC KazTransOil's website.

     JSC KazTransOil discloses information on the execution of the Schedule by providing daily data to the system of JSC «Situational and Analytical Center of the Fuel and Energy Complex of the Republic of Kazakhstan», which performs the function of monitoring the oil and gas industry, as well as by submitting a monthly report on the Schedule execution to the Ministry of Energy of the Republic of Kazakhstan.

        JSC KazTransOil is taking necessary measures for the digitalization and automation of the interaction process with shippers. Currently, JSC KazTransOil interacts with shippers through the online resource www.tasymaldau.kz. Shippers submit orders and applications for oil transportation on a monthly basis through the online resource www.tasymaldau.kz. JSC «KazTransOil» receives documents by creating a registration card for incoming documents in the electronic document management system.
        Through the www.tasymaldau.kz system, JSC KazTransOil sends shippers extracts from the Schedule indicating volumes and directions of oil transportation for each consumer; payment orders; advance invoices for oil transportation under contracts; extracts from the positional schedule for cargo handling and arrangement in ports for each consumer; route orders; and letters about changes in oil transportation tariffs.

        Currently, JSC KazTransOil is developing a system for automating the process of forming and sending necessary documents (such as telegrams, notifications, payment orders, invoices, extracts from the positional schedule, etc.).

     To access regulated services, a shipper submits a application to JSC KazTransOil in accordance with the Rules for the Activities of Natural Monopoly Subjects, approved by the Order of the Minister of National Economy of the Republic of Kazakhstan dated August 13, 2019, No. 73. The application for technical conditions for connection to the main pipeline system is processed on the JSC KazTransOil website. Within the deadlines established by the Law of the Republic of Kazakhstan «On Natural Monopolies», JSC KazTransOil issues technical conditions for connection to the main pipeline system. It is noted that JSC KazTransOil accepts and delivers oil at 62 acceptance and delivery points, of which 11 belong directly to JSC KazTransOil.

     In accordance with the legislation of the Republic of Kazakhstan «On Natural Monopolies,» tariffs for services related to the transportation of oil via trunk pipelines to the domestic market are approved by the Committee for Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan.
       To ensure transparency and openness in its activities, JSC KazTransOil conducts biannual reports to consumers and other interested parties in the form of hearings.
