Tariffs for Oil Transportation to Kazakhstan’s Domestic Market via the Kenkiyak–Kumkol Pipeline Approved for 2025–2029

In accordance with the order of the Department of the Committee for the Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan for the city of Almaty, tariffs have been approved for the regulated service of oil transportation to the domestic market of the Republic of Kazakhstan via the Kenkiyak–Kumkol main oil pipeline for 2025–2029. These tariffs apply to Kazakhstan-China Pipeline LLP (50% owned by KazTransOil JSC and 50% owned by China National Oil and Gas Exploration and Development Corporation).

In 2025, the tariff will amount to 3,338.49 tenge per 1 ton per 1,000 km (excluding VAT), in 2026 – 3,690.48 tenge per 1 ton per 1,000 km (excluding VAT), in 2027 – 3,693.05 tenge per 1 ton per 1,000 km (excluding VAT), in 2028 – 4,202.89 tenge per 1 ton per 1,000 km (excluding VAT), and in 2029 – 3,769.47 tenge per 1 ton per 1,000 km (excluding VAT).

Oil transported via the Kenkiyak–Kumkol main oil pipeline is supplied to the Pavlodar Petrochemical Plant, the Shymkent Refinery, and the Amangeldy Gas Processing Plant.

The Kenkiyak–Kumkol main oil pipeline is part of the Kazakhstan-China pipeline system and was constructed under the Framework Agreement between the Government of the Republic of Kazakhstan and the Government of the People’s Republic of China on the Development of Comprehensive Cooperation in the Oil and Gas Sector, dated May 17, 2004. It was commissioned in 2009. The pipeline’s length is 794.2 km, with a design capacity of 10 million tons of oil per year.
