The creation of KazTransOil in 1997 was preceded by a great deal of work for five years. After the collapse of the USSR, no one centralized, as before, did not issue funds for the maintenance of the oil pipeline system, they had to be earned. The idea of creating a commercial oil transportation company in Kazakhstan was supported at that time by the head of the Ministry of Energy Nurlan Balgimbaev. In February 1995, he wrote a letter to the first President of the Republic of Kazakhstan, Nursultan Nazarbaev, with a proposal to create a company that would deal with the management of the oil pipeline, financing, and development.
