Management of KazTransOil JSC oil pipelines is centralized in Astana

On the eve of Independence Day of the Republic of Kazakhstan, a project to centralize dispatch management of oil transportation through the company's oil pipelines has been successfully completed by transferring dispatch functions to the Main Dispatch Office in capital - State Dispatch Office of KazTransOil JSC. To date KazTransOil company directly manages cargo flows of oil to 11 regions of Kazakhstan from Astana. This step is the result of SCADA system project implementation for dispatch control and traffic management, which was acquired by KazTransOil JSC in 2006. On all sections of the company's pipelines from Central Control Administration of KazTransOil JSC, on-line control of oil receiving and delivery is carried out, tanker loading in the port of Aktau and at the railway overpasses of the company. The project allowed to update the license and hardware of the dispatch control and management system (SCADA) at the company's facilities. The centralization of functions in the State Control Administration ensured a reduction in the levels of management of the company's transport flows from 4 to 2. The existing structure of dispatching management in KazTransOil JSC is a four-level hierarchy: local dispatch centers (TIRs), district dispatch centers, central dispatch centers and the Main dispatch office in Astana. At present, only TIR and CCA are represented in the structure, two levels are consistently optimized. It should be noted that some regional dispatchers are transferred to the capital's CCA and have already started work since November 27. The total number of employees of the unit will be 47 people. CCA of KazTransOil JSC was visited by General Director (Chairman of the Management Board) of the company Dimash Dosanov and members of the Management Board. They examined the workplaces of the dispatchers, appreciated their readiness to carry out assigned tasks. The company's executives noted that at initial stage of introduction of SCADA into KazTransOil JSC it was planned that the result would be the dispatching of transportation from a single center with 7 technological sections provided with advanced equipment and latest technologies. Dimash Dosanov congratulated KazTransOil CCA staff with successful completion of the project and noted that the commissioning of a modern dispatching point in the year of the 20th anniversary of KazTransOil JSC establishment allows to reach a qualitatively new level of oil flow management, according to world practices, which makes a weighty contribution to the maintenance of stable and safe operation of the Kazakhstani main pipelines system.
