On December 1, 2019, the commercial metering of Kazakhstani oil transported for export by Uzen-Atyrau-Samara trunk oil pipeline of «KazTransOil» JSC began in accordance with the crude quality control system (SQCS) at the transfer-acceptance point at the 1235 km of Uzen - Atyrau - Samara oil pipeline, located on the territory of Kazakhstan. Until that time, metering operations were carried out on SQCS, located on TAP «Samara» (Russia), owned by «Transneft» JSC. Thus, the complex issue inherited by the two oil transportation companies from the Unified Soviet System of main oil pipelines was solved.
The location of the means of commercial metering of Kazakh oil transported for export outside the territory of Kazakhstan greatly hampered the work of the Kazakhstani customs authorities. In accordance with the Code of Customs Regulation in the Republic of Kazakhstan, during the customs declaration of goods transported by pipelines and exported from the customs territory of the Eurasian Economic Union, meter readings located in the territory of the sending country should be used. Due to the construction and commissioning of SQCS on the territory of Kazakhstan, proper customs control of the transported Kazakh oil is ensured, as well as the possibility of oil loss in the system of trunk oil pipelines of «Transneft» JSC on the section from the border of Kazakhstan/Russia to TAP «Samara» is excluded.
«The construction and launch of SQCS on TAP at 1235 km of the Uzen – Atyrau – Samara oil pipeline on the territory of Kazakhstan was carried out thanks to the long-standing partnership between KazTransOil JSC and Transneft JSC, the active interaction of the Kazakh and Russian customs services. TAP is designed and implemented by «deserted technology». Control, condition monitoring and control of TAP equipment is carried out remotely from the oil pumping station «Bolshoy Chagan», located at 85 km from TAP», - said General Director of KazTransOil JSC Dimash Dosanov.
In order to determine the quality of transported oil, a chemical and analytical laboratory was built at Bolshoy Chagan oil refinery. Separate workplaces of the commodity operator and the laboratory assistant of the chemical analysis for representatives of Transneft JSC are organized.
SQCS was included into the register of the state system of ensuring the unity of measurements of the Republic of Kazakhstan on January 12, 2017.
