KazTransOil launched the section of Pavlodar – Shymkent oil pipeline built around Shymkent

Construction of Pavlodar – Shymkent oil pipeline from 1,623 km to 1,632 km with extension 14.3 km around Shymkent was performed by «KazTransOil» JSC to resolve the existing situation in South-Kazakhstan region with allocation of housing buildings in close proximity to the main oil pipeline. As it is known, the acting Law of RoK «On Main Pipeline» prohibits construction of any facilities, not related to the main pipeline within the limits of minimal distance, set by construction regulations and rules; a similar prohibition was earlier set in RoK Laws « On Oil», «On subsoil and subsoil use». Despite that fact, as Shymkent grew in a hazardous zone of oil pipeline the uncontrolled constructions appeared. It is a fact that they were illegal, however the RoK Law «On amnesty due to property legalization» during 2006-2007 gave the opportunity to property holders to legalize these buildings. «KazTransOil» JSC has been repeatedly applying to court with law suits, most part of which were satisfied on a subject of illegal constructions allocated in close proximity to the oil pipeline. However, taking into account a social significance of the issue, to avoid hazardous consequences of such close neighborhood and for safe operation of main oil pipeline, in January 2014 «KazTransOil» JSC jointly with akimat of South-Kazakhstan region endorsed a memorandum on transfer of section of Pavlodar – Shymkent oil pipeline around the densely populated districts of Shymkent. According to the signed document, the company undertook to transfer the section of the pipeline, which is about 1.8 billion tenge. A new section of Pavlodar – Shymkent oil pipeline was launched in March 2016 and connected to the main pipeline Pavlodar – Shymkent during April 12-15. Due to the launch of a new pipeline section the number of housing buildings located in close proximity to the main pipeline has been reduced for 182 facilities in Kursay, Kazygurt and Saule districts of Shymkent.
