Amendments to the standard contract for oil transportation come into force on February 17, 2025

According to the order of the Deputy Prime Minister - Minister of National Economy of the Republic of Kazakhstan dated February 5, 2025 No. 5, amendments and additions were made to The standard contract for the provision of oil transportation services, approved by the order of the Minister of National Economy of the Republic of Kazakhstan dated June 24, 2019 No. 58 (hereinafter referred to as the Standard Contract). The amendments come into force on February 17, 2025.

The changes are aimed at reducing the time for processing and providing documents both on the part of KazTransOil JSC and on the part of shippers, on the priority of submitting orders for oil transportation and drawing up acts of acceptance and delivery of oil-to-oil refineries of the Republic of Kazakhstan.

Also, the responsibility of shippers for the delivery of substandard oil to the main oil pipeline system has been increased if it contains organic chlorides in a concentration exceeding the norm.

In addition, the concept of «mobile (minimum necessary) oil residue» has been introduced into the Model Agreement, guaranteeing the remainder of the shipper's oil intended for the stable operation of the main oil pipeline system, as well as for the fulfillment of contractual obligations in the event that the shipper fails to deliver oil in the declared volumes due to unforeseen circumstances.
