KazTransOil JSC announces changes to oil transportation tariffs effective from January 1, 2026

KazTransOil JSC informs stakeholders of changes to tariffs for oil transportation services via main pipeline systems effective from January 1, 2026.

KazTransOil JSC reports that, by Order No. 118-OD of the Chairman of the Committee for Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan dated December 25, 2025, tariffs and tariff estimates for certain regulated oil transportation services via main pipelines for the domestic market of the Republic of Kazakhstan have been approved under a simplified procedure. These services are provided by the Company as a low-capacity natural monopoly entity.

Effective from January 1, 2026, the tariffs will be as follows:

• oil loading into railway tank cars at the T. Kassymov Oil Pumping Station — KZT 1,254.76 per ton (excluding VAT), an increase of KZT 845.19 or 206.36%;

• oil loading into railway tank cars at the Shagyr oil loading rack — KZT 517 per ton (excluding VAT), an increase of KZT 236.10 or 84.05%;

• oil unloading from railway tank cars at the T. Kassymov Oil Pumping Station — KZT 1,715.05 per ton (excluding VAT), an increase of KZT 968.71 or 129.79%;

• oil unloading from railway tank cars at the Aktau Main Oil Pumping Station — KZT 122.03 per ton (excluding VAT), an increase of KZT 1.03 or 0.85%;

• oil transshipment at the T. Kassymov Oil Pumping Station into the Kenkiyak–Atyrau oil pipeline — KZT 80.99 per ton (excluding VAT), an increase of KZT 0.65 or 0.81%;

• oil transshipment at the Makat Oil Pumping Station into the Kenkiyak–Atyrau oil pipeline — KZT 964.91 per ton (excluding VAT), a decrease of KZT 153.19 or 13.70%;

• oil transshipment at the Kenkiyak Main Oil Pumping Station — KZT 144.05 per ton (excluding VAT), an increase of KZT 54.90 or 61.58%;

• oil transshipment at the N. N. Shmanov Oil Pumping Station into the Kenkiyak–Atyrau oil pipeline — KZT 137.46 per ton (excluding VAT), an increase of KZT 100.23 or 269.22%;

• unified routing operator services — KZT 31.91 per ton (excluding VAT), a decrease of KZT 9.54 or 23.02%;

• oil storage in vertical steel tanks — KZT 93.59 per ton per month (excluding VAT), a decrease of KZT 140.17 or 59.96%.

It should be noted that tariffs for the above services (with the exception of oil transshipment at the N. N. Shmanov Oil Pumping Station) had not been revised since 2015. This necessitated their adjustment to reflect inflationary factors, changes in operating costs, and updated infrastructure reliability requirements.

In addition, by Joint Order No. 484-NQ of the Vice Minister of Energy of the Republic of Kazakhstan dated December 10, 2025, and Order No. 106-OD of the Chairman of the Committee for Regulation of Natural Monopolies dated December 4, 2025, amendments to the Company’s 2025 investment program were approved. The investment program was reduced by KZT 25.3 billion to KZT 18.9 billion.

In this regard, pursuant to paragraph 614 of the Rules for Tariff Formation approved by Order No. 90 of the Minister of National Economy of the Republic of Kazakhstan dated November 19, 2019, on December 22, 2025, the Committee for Regulation of Natural Monopolies approved a reduction in the tariff for the regulated oil transportation service via the main pipeline system of KazTransOil JSC. For the period from January 1, 2026 to December 31, 2026, the tariff will amount to KZT 4,963.25 per ton (excluding VAT), representing a decrease of KZT 1,814.51, or 26.77%.

By Order No. 115 of the General Director (Chairman of the Management Board) of KazTransOil JSC dated December 1, 2025, a new tariff was approved for the non-regulated service of organizing the transportation of Kazakh oil via the pipeline system of the Republic of Belarus, as well as the receipt and delivery of oil at the Adamova Zastava Pumping Station (Republic of Poland) under unified routing operator services for export outside the Republic of Kazakhstan.

This tariff will take effect on January 1, 2026 and will amount to KZT 310 per ton (excluding VAT).

The implemented tariff adjustments ensure a balanced consideration of the interests of the state, oil-producing companies and shareholders of KazTransOil JSC, while maintaining the affordability of services for all market participants. Reductions in certain tariffs are offset by increases in others, supporting revenue stability and contributing to the Company’s financial sustainability.

KazTransOil JSC consistently pursues a policy of fair tariff regulation based on the proportionality of costs required to provide services and on ensuring the efficient operation of the natural monopoly entity.
