Unauthorized tapping was revealed on February 12, 2019 during joint investigation of Department of National Security Commitee of the Republic of Kazakhstan in Mangystau region, regional economic investigation service of the State revenues Department and employees of Mangystau oil pipeline Department of KazTransOil JSC. During inspection of main oil pipeline «Uzen-Zhetybay-Aktau», illegal connection with pipe elbow and a ball valve was found at 102,190 km . Unauthorized tapping was quickly eliminated by the employees of the emergency response and restoration station of Mangystau oil pipeline Department. With that, there was no of oil spill, damage to the environment is not caused. Currently, the Сompany is calculating the cost of eliminating the consequences of unauthorized tapping.
Quite recently, on February 11, 2019, law enforcement agencies arrested «HOWO» truck without license plates, which was transporting 40 tons of oil. Criminal investigation under part 4 of Art. 197 (Transportation, acquisition, realization, storage of oil and petroleum products, and processing oil without documents confirming its legal origin) has been started on this fact. Investigation is underway.
Volumes of purloined oil and its belonging are being specified.
As informed before, number of unauthorized tappings into pipelines of KazTransOil JSC has decreased by 12 times over past five years. In 2014, 12 facts of oil and petroleum product theft were discovered, in 2015 – 14 facts, in 2016 – 3, at the end of 2017, 6 cases of illegal tapping were registered and only one case in 2018. In 2018, one case of illegal tapping from main oil pipeline «Kalamkas-Karazhanbas-Aktau» was registered, investigation on this fact is underway.
