Committee for Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan held a public hearing for the review of applications of «KazTransOil» JSC for approval of tariff, tariff estimates and investment programme for regulated services by pumping oil to the internal market of the Republic of Kazakhstan via the system of main pipelines of «KazTransOil» JSC in the 2021-2025.
The public hearings were attended by deputies of the Mazhilis of the Parliament, the Management of «KazTransOil» JSC, representatives of state bodies, mass media and other interested persons, as well as consumers of services.
According to Deputy Chairman of the Committee for Regulation of Natural Monopolies Yerbolat Ibraikhanov, the purpose of public hearings is to ensure transparency, awareness, balance the interests of consumers and natural monopolies, transparency of the procedure for reviewing applications of «KazTransOil» JSC for oil pumping services to the domestic market.
According to Deputy General Director of «KazTransOil» JSC Zhaiyk Mahin, in accordance with the legislation on natural monopolies, the tariff for regulated oil pumping services to the internal market is set for 5 years. Due to the expiration of its validity period, «KazTransOil» JSC has submitted an application to the Committee for Regulation of Natural Monopolies and the Ministry of Energy of the Republic of Kazakhstan for approval of new tariffs, tariff estimates and investment program for 2021-2025.»
During the public hearings, participants were able to ask their questions about the draft tariffs and tariff estimates of the subject, and get answers to them.
Yerbolat Ibraikhanov explained, the final decision on approving the tariff will be made based on the results of consideration of the application of «KazTransOil» JSC in the terms and procedure established by the legislation on natural monopolies.
Due to the increased quarantine measures in the capital, public hearings were broadcast on the Committee's official Facebook page and ZOOM platform, where each participant could ask a question in real time about the subject's request.
